(1)Constructing an Independent Innovation System for New Materials Construct an independent innovation system with enterprises as the main body, and promote the resource integration and planning layout of national key laboratories in the field of materials. Establish national manufacturing innovation centers in key material fields such as graphene, lightweight materials, new rare earth materials, and advanced composite materials. Foster new industrial technology research institutes in the field of materials, and comprehensively build institutions for collaborative research and breakthroughs in new materials. Strengthen the organizational coordination among ministries and commissions such as the Ministry of Science and Technology, the Ministry of Industry and Information Technology, and the National Development and Reform Commission to form a joint working force, allocate innovation resources reasonably, and avoid the dispersion of innovation resources and the repeated construction of innovation carriers in the field of new materials.

(2)Strengthening the Construction of Digital R&D Platforms, Production and Application Platforms, and Resource Sharing Platforms for New Materials Vigorously promote the materials genome project, build a digital R&D platform for materials, and accelerate the integration of the materials genome project into the entire life cycle of R&D, design, manufacturing, and application of new materials, shortening the R&D cycle of new materials and reducing R&D costs. Improve the national-level production and application demonstration platform, solve problems such as the development of production and application technologies for core materials, the evaluation of the service environment of application technologies, the construction of production and application demonstration lines, and the sharing of resource databases, and promote the innovative development level of application technologies for new materials. Strengthen the construction of resource sharing platforms for new materials, gather and process massive data resources such as new material products, enterprises, agglomeration areas, capital projects, achievement awards, academic literatures, standards, patents, and experts, and construct a knowledge service system for the new material industry; build a sharing system for new material instruments and facilities to achieve online interconnection and service sharing of key instruments and facilities.

(3)Constructing a Policy System to Promote the Development of New Materials Improve fiscal, tax, and financial policies, increase fiscal, tax, and financial support, and improve the investment and financing mechanism. Vigorously implement the intellectual property strategy, establish a special national intellectual property fund, focus on tackling key core technologies in the industry, transform core technological achievements into intellectual property rights, and at the same time, strengthen intellectual property protection and enhance the operation efficiency of intellectual property rights. Actively play the guiding role of policies such as government procurement, and encourage the priority use of products in the first batch application demonstration catalog of new materials in important industries and key industries related to the lifeline of the national economy, major infrastructure, major construction projects, and other fields. Improve the import and export policy system, maintain a fair trade environment, support new material enterprises in using trade remedies, anti-monopoly measures, etc., to maintain fair competition order, and guide and support new material enterprises in dealing with trade frictions. Establish a fault-tolerant and incentive mechanism for the first batch application of new materials, study and establish a fault-tolerant mechanism for government investment funds, increase support for the field of new materials, and accelerate the investment decision-making speed on the premise of ensuring the safety and stability of funds.

(4)Improving the Standard, Testing, Characterization, and Evaluation System for New Materials Establish a standard system that supports the high-quality development of the new material industry, carry out the leading action of new material standards, increase the effective supply of standards for advanced basic materials, key strategic materials, and frontier new materials, and give full play to the leading role of standardization in the development of the new material industry and quality transformation. Improve the testing, characterization, and evaluation system for new materials, establish a national testing and evaluation platform for new materials, construct a testing and evaluation system for new materials, and solve the bottlenecks and shortcomings in the testing and evaluation of new materials. Vigorously cultivate and develop independent certification and testing brands to enhance international competitiveness.

(5) Cultivating a Talent Team Compatible with the Development of the New Material Industry While attracting innovative talents in new materials from abroad, it is also necessary to increase the cultivation of domestic talents in new materials to form a sustainable talent supply model. In the fields of basic research on new materials and research on major global issues, take the initiative to launch major international scientific programs and projects, build world-class new material scientific research platforms/projects, which can attract top foreign scientists and teams to participate, overcome scientific research difficulties, and provide a career platform for scientists to demonstrate their abilities; for major scientific and technological projects in new materials that do not involve secrets, foreign talents can be attracted to participate in the research. Continuously improve the evaluation mechanism for talents in new materials in China, overcome the tendencies of simply focusing on papers, professional titles, academic qualifications, and awards, and pay attention to the quality, contribution, and influence of landmark achievements. It is recommended to adjust the scientific and technological evaluation mechanism for talents, and through relevant incentive methods, enable scientific and technological personnel to realize their value in the transformation of achievements.
